Policy on Accommodation Arrangements for Under 18 Players Living Away from Home

1. Purpose of the Policy

Hull City Ladies is committed to ensuring the welfare, safety, and wellbeing of all Under 18 players who may live away from home in order to participate in football and education opportunities. This policy outlines the Club’s approach to the assessment, monitoring, and safeguarding of accommodation arrangements for Under 18 players, in line with FA safeguarding requirements.

2. Scope

This policy applies to:

  • Any Under 18 player registered with, training with, or representing Hull City Ladies
  • Under 18 players living away from their primary home address
  • Accommodation arrangements connected to the Club’s partnership with Bishop Burton College

3. Partnership with Bishop Burton College

From September, Hull City Ladies will operate a formal partnership with Bishop Burton College, offering Under 18 players the opportunity to:

  • Study full-time at Bishop Burton College
  • Participate in an integrated football development programme
  • Access on-site College accommodation where required

The education programme, welfare provision, and accommodation arrangements are primarily overseen and managed by Bishop Burton College, which has its own safeguarding, residential, and pastoral care policies in place.

Under this partnership:

  • Students may be selected to represent Hull City Ladies on Sundays if they meet the required performance standards
  • Hull City Ladies does not provide, manage, or directly supervise accommodation
  • The Club recognises and relies upon the College’s safeguarding framework while maintaining its own safeguarding responsibilities related to football activity

4. Case-by-Case Assessment

Accommodation arrangements for Under 18 players are assessed on a case-by-case basis.

For each player:

  • The nature of the accommodation (College-managed on-site accommodation) will be documented
  • Parental consent and awareness will be confirmed
  • Any welfare or safeguarding concerns raised in relation to accommodation will be followed up in line with Club procedures

5. Safeguarding Responsibilities

Hull City Ladies acknowledges its duty of care to Under 18 players participating in football activities and commits to:

  • Working collaboratively with Bishop Burton College’s safeguarding and welfare staff
  • Ensuring the Club Safeguarding Officer (CSO) is aware of all Under 18 players living away from home
  • Sharing relevant safeguarding information where appropriate and lawful
  • Ensuring players know how to raise concerns both within the College and the Club

The Club Safeguarding Officer will act as the main point of contact for any accommodation-related safeguarding issues arising from football participation.

6. Monitoring and Communication

Hull City Ladies will:

  • Maintain open communication with Bishop Burton College regarding player welfare
  • Regularly review the effectiveness of the partnership arrangement
  • Ensure coaches and staff working with Under 18 players are DBS checked and safeguarding trained
  • Encourage players to report any concerns relating to welfare, accommodation, or wellbeing

7. Parental/Guardian Involvement

Parents or guardians will:

  • Be informed of the accommodation arrangements prior to player participation
  • Provide written consent for participation in both education and football elements
  • Be provided with contact details for both College and Club safeguarding leads

8. Review of Policy

This policy will be reviewed:

  • Annually
  • Following any safeguarding incident
  • If there are significant changes to the partnership or accommodation arrangements
